QC Hall, Barangay Personnel To Undergo Drug Tests

The Quezon City Anti-Drug Abuse Advisory Council (QCADAAC) is pressing for the implementation of a drug-free workplace program in all city government offices and barangays as part of a continuing effort to address the city’s drug problem.


            To implement the program, the QCADAAC, chaired by Vice Mayor Joy Belmonte, proposed the conduct of an authorized drug testing among city hall officials and employees and the barangays, as well, for the purpose of eliminating the hazards of drug abuse in the workplace. 


            According to Belmonte, guidelines for the formulation of the city’s drug-free workplace program shall be consistent with the provisions of the regulations promulgated by the Dangerous Drugs Board (DDB).


            “Drugs have been identified in survey recently conducted by the city as one of QC residents’ top three main issues and concerns, thus, it is imperative that we should all work together and be committed towards the goal of addressing the city’s drug problem,” the Vice Mayor said.                          

   

            Aside from the drug-free workplace program, the QCADAAC, during a recent council meeting at QC Hall, passed two resolutions designed to further strengthen the city’s campaign against illegal drugs.


            The first resolution authorizes Vice Mayor Belmonte, as QCADAAC chair, to enter into a memorandum of agreement with colleges and universities operating within the city for the conduct of drug preventive education seminars for students taking the National Service Training Program (NSTP). The second resolution gave the Vice Mayor the authority to enter into an agreement with the National Reference Laboratory for Environmental and Occupational Health, Toxicology and Micro-Nutrient Assay, of the East Avenue Medical Center for the drug testing services of QC government officials and employees and the city’s barangays.


            Both resolutions were approved and signed by Mayor Herbert Bautista, who sits as QCADAAC honorary chairperson.


            During the meeting, QCADAAC reported that 919 barangay personnel from nine barangays already took the mandatory drug test conducted by the Council in 2014.  The others are scheduled for testing this year.


            Aside from these barangays, employees of the city’s Department of Public Order and Safety (DPOS) and Business Permits and Licensing Office (BPLO), already underwent the drug testing procedure.
