Paranaque Mayor Edwin Olivarez Gives Early Gifts for the Elderly


The grant of discounts and tax breaks for persons with disabilities (PWD) is not dead after all. Only recently, the Department of Social Welfare and Development signed the Implementing Rules and Regulations (IRR) of R.A. 10754 or an act expanding the benefits and privileges of PWD’s that exempt disabled persons from Value Added Tax (VAT).

Under the law, the PWD are exempted from 12% VAT on transportation, medical and dental charges including diagnostic and laboratory fees in all private medical facilities and such other benefits including funeral and burial services, hotels, restaurants and recreation centers, cinema admission and other similar amusement.

The VAT exemption is on top of 20% discount on certain goods and services that PWD’s are entitled to under Magna Carta for PWD’s.

The new law also grants P25,000.00 annual income tax deduction to relatives who are taking care of PWD’s. R.A. 10754 was signed into law on March 4 this year by then President Benigno Aquino.
